1. Rules:
a. The Regatta will be governed by the Racing Rules of Sailing
b. The Special Class Restrictions for 22ft “L” class Mullet boats shall apply.
c. This Notice of Race and the Sailing Instructions shall be read in conjunction with the PCC Sailing instructions. If there is conflict these instructions and any notices to competitors shall take precedence over the General Sailing Instruction.
2. Eligibility & Entry:
a. The Race is open to all L Class Mullet Boats. Only L Class mullet boats with current racing certificates registered with the PCC are eligible to win the Lipton Cup.
b. Boats shall be crewed by a minimum of 5 crew members if carrying no spinnaker. The maximum crew number shall be 6.
c. Bona Fide boats competing for the Lipton Cup challenge shall be nominated by a club affiliated to YNZ and / or AYBA.
d. Mullet Boats not eligible to win the Lipton Cup May be given a separate start at the discretion of the Race Committee.
e. Individual sponsorship of L Class Mullet Boats shall not be permitted.
f. Entry fee is $60.00 and shall be received by the Ponsonby Cruising Club by 1800 hrs on Friday 17 March, 2023.
g. Skippers must indicate on the entry form whether racing with spinnaker or non- spinnaker.
3. Briefing:
A Briefing will be held at PCC on 18 March at 0900hrs. All skippers are required to attend.
4. Race Schedule:
One race is scheduled. The Scheduled start time for the LIPTON CUP is 1100 hrs.
5. Sailing Instructions:
Where these may vary from the General Sailing Instructions they will be posted on the LIPTON CUP page of the PCC website prior to the event and will be available at the Club house.
6. Racing Area and Courses:
a. The racing area is the Waitemata Harbour and printed courses and copies of the Special Sailing Instructions will be available at the Briefing.
b. The Race will be started “on the wind” and the course length will be between 16 and 20 nautical miles approximately.
c. Race marks will be laid marks and Harbour Racing Marks.
7. Safety Requirements:
The Mullet Boat Safety Requirements for Daytime Harbour Races as published in the PCC Yearbook 2021-2022 and available on the PCC website shall apply.
8. Measurement and Boat Checks:
a. On completion of the race the first boat to finish shall report immediately to the PCC for the inspection and weighing of the ballast.
b. There will be spot checks of the fleet before racing to ensure compliance with the Safety Requirements.
9. Scoring:
Handicaps will be set at the discretion of the Handicapper based on PCC Club results.
10. Prize Giving and Prizes:
The LIPTON CUP Official Prize Giving will be held on completion of racing.

The LIPTON CUP Trophy will be held at the Ponsonby Cruising Club for the Club that nominated the successful boat from the date on which the CUP was presented in the PCC club house.

To be read in conjunction with the General Sailing Instructions in the 2022 /2023 PCC Yearbook.
1. Rules:
1.1 The race shall be governed by the Racing Rules of Sailing, the Special Lipton Cup Rules, the Notice of Race and the General Sailing Instructions as set out in the PCC Yearbook except as may be altered by the amendment to the Notice of Race and by these Sailing Instructions.
1.2 Mullet Boat Safety requirements shall be observed as per PCC Yearbook 2022-2023 except as altered by the amendment to the Notice of Race.
1.3 Boats shall at all times observe the Auckland Council Navigation Safety bylaws in particular Part 8, 55. “A Moving Prohibited zone”.
1.4 Boats shall observe all Fairway Marks, Obstructions and Restricted Areas as defined in ADDENDUM A.
2. Eligibility and entry
Shall be in accordance with the Notice of Race and the amendments.
3. Notices to Competitors.
These shall be in writing and delivered in person at the briefing to all boats and posted on the Club Notice Board. All skippers of the boats entered must attend the briefing.
4. The Course:
4.1 For the LIPTON CUP - L Class fleet the Course and Marks will be as shown on the Course Sheet, ADDENDUM B and issued at the Briefing.
4.2 The first mark of the course will be to windward of the start line.
4.3 The marks will be as described on the Course Sheet.
4.4 For H Class and other mullet boats Sailing Instructions and Course sheets will be issued at the Briefing.
5. The Start
5.1 The Start time for the LIPTON CUP - L Class fleet will be 1100hrs, Saturday, 18 March, 2023.
The start time for H Class and other mullet boats will not be less than 10 minutes after a clear start for the LIPTON CUP fleet.
5.2 The Start line will be between the mast flying an orange Flag on the moored vessel at the starboard end and the outer distance mark at the port end.
5.3 Races will be started in accordance with the PCC General Sailing Instructions i.e. in accordance with Rule 26.
6. Class Flags & Warning signals:
LIPTON CUP - L Class fleet - The Class Flag & Warning signal is a green flag.
H Class and other mullet boats - The Class Flag & Warning signal is a yellow flag.
7. The Finish.
7.1 The Finish will be as defined on the courses sheet as issued at the briefing.
7.2 On completion of the race the first boat to finish shall report immediately to the PCC Club for inspection, and the weighing of the ballast as stated in the Notice of Race.
8. Time Limit:
8.1 The target time for the first boat to finish is 4 hours. The time limit for the first boat to finish shall be 5 hours from the start time. The finish window after the first boat finishes will be 90 minutes.
Every attempt will be made to achieve a result on the day by shortening the course in accordance with PCC Sailing Instructions No. 12.
8.2 Boats failing to finish within the finish window will be given a line placing in accordance with their placing at the last mark rounded. A handicap placing will not be allocated.
9. Shortening Course:
9.1 The course may be shortened at any mark of the course in accordance with PCC General Sailing Instructions No. 12. Boats shall finish as signaled at the rounding mark either:
At that rounding mark – by signaling S over Blue or
At the designated finish line as shown on the course sheet by signaling - S over H and finishing from the direction of that rounding mark.
9.2 The decision to shorten course will be at the Race Officer’s discretion.
10. Protests:
10.1 Boats wishing to Protest will notify the race office within 1 hour of that boat’s finishing time.
All protests must be lodged with the Race Officer in writing within 90 minutes of the protesting boats’ finishing times.
10.2 No boat shall protest another boat on measurement issues.
11. Scoring:
11.1 The Low Points Scoring system shall apply.
11.2 Only boats sailed in accordance with the eligibility requirements as stated in the Notice of Race shall qualify to win the Lipton Cup or Overseas Cup. This may also include boats entered in the non-spinnaker division that otherwise qualify.
11.3 All L class boats shall be eligible for the Handicap trophy – the Nepia Cup, except as may be finished in accordance with 8.2 above.
12. Handicaps:
Handicaps for the Handicap trophy will be awarded by the Handicapper of the Day. Handicaps may vary at the Handicapper’s discretion, if the boat’s regular helmsman has changed. The helmsman must be as nominated on the entry form.
